New Roadworks Policy

The Environment Department receives approximately 2,000 road work applications from the general public, utilities and commercial organisations every year. We are always seeking to balance necessary road works with the disruption caused, particularly at busy times, and continually review and update our approach and methods to co-ordinate them as effectively as possible.

Some years ago a general roadworks policy was approved by the Board to assist the Department in determining roadwork applications. Since that time, the co-ordination processes have evolved and a number of additional guidelines and policies have been adopted. However, these have not previously been incorporated into an over-arching written policy document. Therefore, a revised document has been produced and has recently been endorsed by the Environment Department Board.

Organisations such as the Utilities, Public Services Department and other applicants that make regular applications (such as skip companies, scaffolders and major building and civil engineering companies) are aware of the policies. However, it was felt that members of the public who, from time to time, make applications for a variety of reasons (such as tree-felling, removals, house decoration or renovation and craning equipment, etc) should be also made aware of the updated document.

It should be noted that most of the policies are already in force, but some new policies or revised policies are also being introduced.

The new policy document is available on the States of Guernsey website http://www.gov.gg/RoadworksPolicy under the Roads and Roadworks subsection of the Travel and Transport Section.

The new policies will come into effect from 1 March 2013.

The policies do not prohibit Department staff from using their discretion in relation to roadwork applications matters, where exceptional circumstances prevail, but forms a general policy on which to help base informed and consistent decisions.
