2014 Operational Plan is released by Health and Social Services Department

The Health and Social Services Department has released its 2014 Operational Plan today. The aim of the Plan is to ensure that the Bailiwick's health and social care system delivers compassionate care and enables islanders to live healthy, independent lives now and in the years ahead. It also recognises the high quality of services already provided & commends staff for their work.

The Plan sets out the "top level" of work planning within the Department and formalises the programme that has been underway since the beginning of the year. It reflects the Board's commitment to 'gradual and steady transformation', not radical change. It contains only those changes or developments which are so significant that they will require considerable collaboration or consultation, and in many cases, political involvement and support. The Plan will help to inform staff, service users, the media and the Islands' public of the Department's work across the various areas of the organisation at a very high level. It will be supported by service-level plans and project plans and in turn, it supports the Department's 2020 Vision and the States' Strategic Plan.

Although developments in all areas are reflected, the Operational Plan is heavily weighted towards emergency care, and secondary care, which are areas that the Department considers to be top priority for 2014. Capital projects such as the redevelopment of the Princess Elizabeth Hospital and the new Mental Health and Wellbeing Centre are included in the programme.

The need for the Department to achieve a significant efficiency target in the course of this year is a factor which has also served to shape the Plan. The revenue cash limit of £104.2 million and the need for income of at least £9.7 million are acknowledged together with the requirement for at least £4.7 million in efficiency savings to be identified.

The Plan will be regularly reviewed and updated to reflect the rapidly changing environment in which HSSD works, the organisation's circumstances and that progress, in line with priorities, is continuous.
