Future roadworks affecting access to the airport

Friday 15 August 2014

Further to the recent media release regarding roadworks affecting access to the Airport, the Environment Department would like to provide further detail regarding the nature of the closures and the traffic management.

Early this year the Department was approached by JT for closures of Forest Road, Le Bourg and Rue Des Landes, Forest to allow them to install ducting for their fibre optic internet cable network.  Many investigations were undertaken to evaluate alternative routes including duct sharing,  green lanes and airport land in an effort to reduce disruption to the travelling public but it became apparent, for a number of reasons, that there were no practical alternatives to the new ducts being laid in the road.

The total length of ducting for these works amount to just over 1400m and initial estimates of working time for them to be laid was put at approximately 16 weeks, (Forest Road 5 weeks, Rue des Landes 7 weeks and Le Bourg 4 weeks).  In order to minimise disruption to traffic, meetings were held with The Taxi Owners Federation, CT Plus, Airport Authorities and all of the emergency services.  The result of these meetings was that it was considered best for two gangs to work simultaneously to shorten the duration of disruption.

Further negotiation with JT and its contractor secured longer working hours to reduce the disruption time further.  All of this has resulted in the total duration of work being reduced from the initial 16 weeks to 8½ weeks.  All other utility companies were informed of these scheduled road closures and all other work that they need to complete in these areas will be carried out during this period.  In particular, Sure will be carrying out significant works whilst these roads are closed and the Airport junction will be reconstructed following completion of the runway project.

Details of the closures and diversions are a follows: -

Phase 1

Simultaneous closure of Forest Road (Les Nicolles - Le Chene) and Le Bourg and Rue des Landes (Rue de Roulais - Airport junction)

15th September - 8th October

Diversion: Forest Road - Les Caches - Rue Cauchez - Rue Poudreuse - Les Freiteaux - Ville Au Roi - Mount Row, Le Vauquiedor - St Andrews Road - Rue Frairies - Les Vauxbelets - Route de L'Issue - Route de Bas Courtils - Rue du Gron - Route de Frances - Route de la Tourelle - Route de Plaisance - Route des Farras - Rue des Landes (in both directions).

In addition Chemin le Roi and Les Mouilpieds will be temporarily one-way from Russell Road to Mourants Road as an alternative route towards Town for cars and light vehicles which will help reduce congestion at the Bailiffs Cross/Vauquiedor signalised junction

Phase 2

Closure of Le Bourg and Rue des Landes (Rue de Roulais - Airport junction)

9th October - 22nd October

Diversion: Russell Road - Les Blicqs - Les Vauxbelets - Route de L'Issue - Route de Bas Courtils - Rue du Gron - Route de Frances - Route de la Tourelle - Route de Plaisance - Route des Farras - Rue des Landes (in both directions).

Phase 3

Closure of Rue des Landes (Airport junction -  New Road)

23rd October - 12th November

Diversion: Route des Farras - Route de Plaisance - Route de la Tourelle - Route des Francis - Rue du Gron - Route de Bas Courtils - Route de L'Issue - Les Vauxbelets - Les Blicqs - Russell Road (in both directions).

Maps of each phase are available to download below.

The bus routes, both scheduled and school services in the area of Forest Road will be severely disrupted for the duration of phases 1 and 2.  In efforts to alleviate this, a condition has been placed on the utility to pay for a minibus shuttle service to be operated between Les Nicolles Lane and Rue Maze between 07:30hrs - 09:30hrs and 16:30hrs - 18:30hrs Monday to Saturday.  The FREE shuttle service will drop passengers off/collect passengers from Rue Maze (by the parking area adjacent to the toilets) where they can connect with the scheduled bus routes.

These closures will obviously have a major impact on traffic and delays are inevitable especially at peak traffic times.  Motorists are advised to allow plenty of extra time for their journeys especially if they are travelling to the Airport to catch a flight and if possible seek alternative routes away from the area or consider alternative modes of transport such as car sharing or use of the bus service.

The dates of the closures are estimated and may vary depending on site conditions.  Also, access to various junctions along the routes will change as works progress.  Any variations will be communicated to the media in due course through the weekly roadworks list of media update.
