Guernsey Press Enquiry:
I understand that The Green Bus has said 'it is considering carefully' the final stages of the bus contract tender process.
Particularly how 'States works was able to join the process at the last minute'
Did States works submit a bid in the process?
At what stage was this submitted?
Did it go through the same tender procedures required of the other companies involved?
On what basis was States works planning to operate the bus service? How would it have worked?
Environment Department Response:
The States Works Department did not and were not invited to submit a tender. Neither were tenderers advised that States Works had submitted a tender. We believe Green Bus is confusing the in house indicative cost model (shadow tender) option with a formal tender from States Works. The difference is that in the indicative cost model (shadow tender) option, the Environment Department put together its own projected costs in order to assess what a reasonable tender cost should look like and to be able to evaluate whether an in house option might be as viable or more viable in terms of value for money than any tender subsequently received. These indicative costs do not constitute a formal tender and only by asking the States Works Department to present a fully costed proposal would the indicative cost model (shadow tender) be confirmed or otherwise.
