Health and Social Services Department confirms appointment of senior clinical leaders

The appointment of two senior clinical leaders to the Health and Social Services Department has been announced today. Professor Juliet Beal will be joining the Department on the 16 November as Chief Nurse and Director of Clinical Governance. Mr Peter Rabey, will take up his post as Medical Director on 23 November. These appointments have been confirmed following a recruitment process that began in July.

Dr Carol Tozer, Chief Officer of HSSD said:

"I am delighted to announce that Professor Juliet Beal has been appointed as Chief Nurse/Director of Clinical Governance and that Mr Peter Rabey has been appointed as Medical Director. I believe that we have two outstanding people joining us, whose clinical leadership skills and experience will be essential to our ongoing programme of transformation."

"They have been appointed on a permanent basis, and join the Corporate Management Team at a key time for the Department and those we serve. Prof. Beal and Dr Rabey will play key roles in the design and delivery of the reform of health and social care. Both colleagues will provide the senior clinical advice to the myself and the Board - and they will be key in providing assured leadership to the professions of nursing, midwifery and medicine across the Bailiwick."

Professor Juliet Beal is a highly respected national nurse leader who will join the organisation with a wealth of experience. She has worked as the National Nursing Advisor for hospitals to the Care Quality Commission in the UK, chairing hospital inspections, leading on a maternity inspection framework review and has undertaken work which examines the links between staffing levels, quality indicators and patient outcomes. Professor Beal, therefore, brings specific expertise relating to the governance and assurance of high quality patient care and patient outcomes.

Professor Beal is both a nurse and a midwife. She has a strong track record of success at executive level which spans more than a decade, having been a Director of Nursing for many years, including a recent position as Director of Nursing for NHS England, which included the post of senior midwife. Professor Beal was recognised as one of the top 100 clinical leaders in a national poll in 2013, and she is known for her commitment to high quality, compassionate patient care.  Whilst at NHS England, Professor Beal was responsible for the design and implementation of a national nursing and midwifery strategy, and policy advice on all aspects of nursing - with a clear focus on compassion in practice. Professor Beal is known for her ability to transform organisations, improving the overall quality of services provided, and embedding clear governance frameworks to measure organisational performance against quality indicators. As a Professor of Nursing, Juliet Beal is committed to the continuous professional development of nurses and midwives, and their colleagues, in ensuring that staff deliver contemporary, evidence-informed, compassionate care. Professor Beal will be joining the organisation in mid November. Her role will encompass policy, strategy and governance for the whole of the nursing and midwifery community within the Bailiwick.

Dr Peter Rabey is a Guernsey-born Doctor who has a wealth of experience having recently been the deputy medical director and responsible officer for one of England's largest NHS Trusts. As a responsible officer, Dr Rabey is recognised for his ability to provide strong medical leadership.

Dr Rabey has a proven track record in implementing successful change and reform, working with a wide range of stakeholders. Peter is also very experienced in both commissioning and contract negotiation. As a Deputy Medical Director, he has demonstrated highly effective medical management across a range of specialities. He has led on the transformation and improvement of a variety services in recent years, including women's and perinatal services; women's and children's services, and emergency and acute services. Dr Rabey is committed to high quality, evidence-informed medical care, he has been a 'Fitness to Practice' panelist with the General Medical Council for eight years making a significant contribution to the regulation and professional standards of Doctors.  Dr Rabey is also a respected clinician (a consultant anaesthetist), and as such is highly skilled in the areas of orthopaedics, renal and transplant, hepato-biliary surgery, emergency surgery, obstetrics and gynaecology, day case and general surgery. Dr Rabey is a strong medical leader who is committed to promoting and ensuring the continuing professional development of Doctors in order to achieve the best possible outcomes for patients. Peter will be joining the organisation in November. His role will encompass policy, strategy and governance for the medical community.
