Population (Resource Plan)
Introduction to Island Resource Plans
The States Strategic Plan includes four Island Resource Plans:
- Population Management
- Energy
- Strategic Land Use
- Island Infrastructure
The plans describe the way in which the States propose to manage or influence the use of Island Resources to support the government's Aims and Objectives (hyperlink). In each case, this involves considering how resources can best be used to support the Fiscal & Economic, Social and Environmental Policy Plans and the States Department Policy Plans.
Population Resource Plan
The Population Resource Plan is developed by a policy group. The current members are:
- Deputy Chief Minister (Chairman)
- Housing Department Minister
- Social Security Department Minister
- Home Department Minister
- Commerce and Employment Department Minister
The mandate of the Group is to oversee the development, implementation and monitoring of a new population management regime within a clear and consistent legal framework as part of the States Strategic Planning process.
Earlier this year the Population Policy Group (PPG) published its consultation document, Managing Guernsey's Population and a supplementary document, History of the Open Market, both of which can be downloaded below. This marked the beginning of a three month period of public consultation. The consultation process drew significant interest from a wide range of individuals and organisations.
The PPG received over 350 helpful and informative responses on the various proposals and options set out in the consultation document and a copy of an overview of those responses can be downloaded below.
The PPG's consultation process sought to gauge people's views about the proposals and options set out in the consultation document. As expected, a wide and diverse range of responses were received which have come about based on different people's understanding of the subject and their own situation and experiences.
The PPG has reviewed all of the feedback and is now in the process of considering what proposals it will recommend for the future. It is too early to define exactly what impact the feedback will have, but the next report, which will be published in the last quarter of this year, should demonstrate how the feedback has influenced the development of future proposals.
