Urban and Rural Area Plans

The current Development Plans for the island are the Urban and Rural Area Plans.

Urban Area Plan

The Urban Area Plan (UAP) sets out the planning policy for the areas of the Island which are considered to be primarily urban in character. The plan has four main uses:

  • Making decisions on planning applications;
  • Encouraging suitable development on appropriate sites;
  • Protecting the environment; and
  • Helping to guide public and private investment.

Rural Area Plan

The Rural Area Plan (RAP) sets out the planning policy for the areas of the Island which are considered to be primarily rural in character. The RAP covers approximately 21 square miles (55 sq.km) and does not include the Island's principal settlements of St Peter Port and The Bridge. These two areas are covered by a separate plan - the Urban Area Plan. The RAP has four main uses:

  • Promoting the conservation and enhancement of the rural environment;
  • Supporting the Urban Area Plan by steering the majority of new developments to sites within the urban area;
  • Guiding decisions on planning applications; and
  • Guiding essential development to appropriate sites

Current Status of the Urban and Rural Area Plans

The Urban Area Plan (Review No. 1) was approved in July 2002 and the Rural Area Plan (Review No.1) was approved in December 2005.

Since adoption, it has been necessary for the Department to re-assess certain parts of these Plans in light of changing circumstances and corporate requirements. A full copy of each set of alterations has been lodged at the Greffe and are available from the Department upon request.

As these changes have occurred over a number of years, the Department has produced booklets to bring these addenda together for each plan. Each booklet sets out all the relevant policies and explanatory text from the both Plans as amended by the alterations and additions procedure. The extracts are shown in sequential order to match the Written Statements.

To fully represent each of the changes to the Plan, amended and additional text has been integrated where necessary with retained original wording from the sub-section concerned. Also, unchanged text in some cases is shown for other policies which occur either on the same page or chapter as the subject amendment.
