An independent consultant's report reviewing the function of the three scrutiny committees; the Public Accounts Committee, Scrutiny Committee and Legislation Select Committee, has been completed.
The Policy Council commissioned the review in November 2011, with it in mind that it has been eight years since the adoption of the current model of scrutiny, which was somewhat different to that originally proposed. There had also been a recommendation contained in the Public Accounts Committee's report on Governance (March 2011 Billet d'État) that the provision of the scrutiny process should be reviewed.
The review report takes into account consultation with the current members of scrutiny and those being scrutinised. However, careful consideration of the report and its recommendations will be a matter for the new Policy Council, the new Committees and ultimately, the States, to address in the next Term.
A Policy Council spokesperson said
"The Policy Council welcomes this independent review which it would encourage the next States to consider with some momentum."
