0-10 Tax Debate

The Policy Council has issued its Economic and Taxation Strategy Paper, which outlines the issues to be debated by the States in June 2006
Leading up to the publication of this paper, two consultation documents were issued by the Fiscal and Economic Steering Group. The first was published in March 2005 and the responses to this lead to a second consultation document being published in November 2005. There was a much greater response to the second consultation and an independent review of the responses to the second consultation was conducted by Pricewaterhouse Coopers.

Company Registry Steering Group

The Company Registry Steering Group is developing the polical and project propsals for a new Company Registry. To inform the Department's policy development and shape the project, the Steering Group has produced a discussion doument, Policy and Strategy Issues in Developing the Guernsey Company Registry. The Group is inviting comments on the document from all interested parties. Submission of responses should be made on or before the 29th September 2006 to:

Company Law Reform Consultation

The green paper proposing the general updating of the Companies (Guernsey) Law was published in September 2005. The States Law Drafting Officer is currently working to progress the proposals with consideration to the responses received.

Review of Investment Sector Legislation and Regulation

Following consultation the working party is reconvening on the 13th September 2006 to consider the responses obtained during the consultation period.

Review of Trust Law (Updated on 19th April 2007)

In January 2005 the Financial Industry Policy Advisory Group (F.I.P.A.G.) established a working group to carry out an investigative review of the trust law in Guernsey. The group invited comments and submissions from all interested parties and produced a report of their conclusions and recommendations. Consultation on the amended Law which now incorporates Purpose Trusts, in addition to the 2006 States Report which led to this and a note from the Department seeking feedback on the amended Law are available below:
