The Government Business Plan
The Government Business Plan (GBP) establishes the government’s corporate agenda, its key policies and political priorities for each government term.
The main objectives of the GBP are to generate a stronger sense of shared political direction within Guernsey’s consensus form of government and to establish a firm relationship between corporate strategy and departmental policy-making and service delivery.
The GBP consists of several related layers, including the 15 States Priorities, Operational Plan Summaries of the Policy Council and all States Departments and the Committees, and the Strategic Land Use Plan and Strategic Economic Plan.
The States Priority action plans are cascaded, with the shared strategic goal identified at Level 1, realised through practical actions at Levels 2, 3 and 4.
In addition, the Operational Plan Summaries describe the broader range of work carried out in the States Departments and Committees.
Development of the plan is continuing and an update is included in a States Report entitled ‘Government Business Plan - Preparing for the New States Term 2008-2012’. Please go to the Update section and go to the downloads for a copy of the GBP Hand Over Report - Feb 2008.
The GBP, approved by the States at its July 2007 and September 2007 States meetings, supersedes the previously adopted format of Policy & Resource Plans. The plan remains formally denoted as the States Policy Resource Plan for the purposes of relevant legislation but it is presented as a new, more streamlined form of plan that is part of a wider family of documents.

How do I find out more?
Work on the Government Business Plan is led by the Chief Minister, Lyndon Trott. He is supported by Deputy Geoff Mahy, Deputy Hunter Adam and Deputy Mark Dorey. Temporary membership of the GBP team has also been set up on a rotational basis. The current members are Deputy Maindonald, Deputy Langlois and Deputy Sillars.
Angela Lockwood is the lead officer and is supported by Andrew Birnie and Jane Morgan.
