Working Parties
The Committee has four working parties consisting of three/four PAC Members each. These working parties meet as frequently as necessary, normally once or twice a month and often invite visitors to attend meetings or carry out visits to other States departments in order to gather information and monitor developments. The working parties comprise three monitoring parties: Audit, Contract Review and Public Trading Operations and one operational, the Procedure working party, as follows:
Audit Sub-Committee
Aims and Objectives of the Audit Sub-Committee
· To monitor and review the effectiveness of the internal audit function
· To consider internal audit reports
· To appoint and reappoint the external auditors and approve the remuneration and terms of engagement of external auditor
· To monitor and review the external auditor’s independence and objectivity and effectiveness of audit process
· To review the external auditor’s management letter and management’s response
· Engage third party reviewers, maintain the framework agreement and ensure that they are effective
· To monitor the integrity of financial statements of the States and any formal announcements relating to the financial performance.
There are other areas that could be carried out by this group – such as reviewing and challenging the accounts and their layout and consideration of the role of an auditor general.
