The Corporate Management Team meets once a week and carries out the following functions:
(i) To ensure the Department discharges its political responsibilities of ‘promoting, protecting, and improving the health and well being of all, through the provision of hospital, community, social and health services’.
(ii) To ensure that, as far as possible, this is achieved in line with the core principles as contained in section 1.3 of the HSSD Operational Plan, as follows:
In the provision and delivery of services, the HSSD believes that it should:
- work with other service providers to ensure that services are simple to use, effective and well coordinated;
- treat all people fairly, respect their privacy and dignity, be helpful and courteous and pay particular attention to those with special needs;
- make services easily available to everyone who needs them, including using new technology, where appropriate, and offering choice wherever possible;
- be open and communicate clearly, honestly and effectively in plain language to assist people when using the services;
- put things right quickly and effectively, learn from complaints and have a clear and easy complaints procedure;
- consult and involve present and potential users, as well as staff, and use their views to improve services;
- develop knowledge and skills but be guided by a common sense approach;
- use resources to provide best value for taxpayers and users.
(iii) To ensure safe and effective service delivery and a satisfactory experience for service users.
(iv) To co-ordinate services to ensure, as far as possible, seamless service delivery and the most effective use of resources.
(v) To advise the Chief Officer and Board on matters of policy and strategy.
(vi) To ensure that services are provided within the allocated cash limit and to a recognised level of quality.
(vii) To develop and subsequently deliver the operational plan for the Department, following political consideration and approval of the contents.
(viii) To consider corporate policies and procedures prior to approval by the Board, as necessary.
(ix) To oversee the development of clinical and corporate governance initiatives within the organisation.
(x) To discuss papers prepared for consideration by the Board, as necessary.
