Importation and Exportation of Goods
The Customs & Immigration Service administers the import and export controls under the Home Department Import and Export (Control) (Guernsey) Law, 1946. Other States Departments also have licensing controls that are not mentioned here.
The 1946 Law enables the Home Department to make such Orders as are required to control imports and exports. Duties of travellers, penalties for illegal importation, and when notices of seizure are to be given are also covered in this Law.
The 1990 Import and Export of Goods (Control) (Guernsey) Order initially prohibits the importation and exportation of all goods and then permits –
a) the importation from the British Isles of all goods except those listed in Schedule 1, and
b) the exportation to the British Isles of all goods except those listed in Schedule 2.
An Open General Import Licence permits the importation of most goods from countries outside the British Isles. This Licence mirrors the UK and EC import licensing controls and also implements certain local requirements. Goods that are excluded from the Open Licence include such things as firearms, offensive weapons and certain textile clothing. Some of these controlled items would require an individual import licence whereas others would be totally prohibited.
An Open General Export Licence permits the exportation of most goods to countries outside the British Isles. This Licence mirrors the UK and EC export licensing controls and also implements certain local requirements. Goods that would require an individual export licence include such things as antiques, certain chemicals, guns, ammunition and anything that could be used for military purposes.
The import and export controls are subject to change due to local, national and international circumstances. If you are considering importing or exporting any goods to or from Guernsey it is advisable to contact the Customs Office before placing an order or agreeing to supply such goods to ensure that they are not subject to licensing controls or even totally prohibited.
