The Panel of Visitors comprises six volunteers, at present appointed by the Policy Council. They are an independent body authorised by The Prison Administration (Guernsey) Ordinance 1998 to pay frequent visits to the prison at any time of day or night. At least two members are required to visit at least once a month.

The panel meet with the Home Department on a regular basis and bring to their attention any matters that they feel necessary.
