Section
67 of the Prison Administration (Guernsey) Ordinance 1998 allows the
Prison Governor to release any prisoner serving a sentence of
imprisonment for such times and subject to such conditions as he may
determine for the purpose of engaging in employment or receiving
instruction or training and in any other way he may approve.
Most
Release on Temporary Licenses (R.O.T.L's) are given to prisoners as
part of their sentence plan, to AID them to reintegrate back into
society by enabling them to find employment, accrue funds for
accommodation, and to foster family relationships.
Each case is risk assessed and considered by a R.O.T.L. Board, that also takes into account when issuing a license the possibilty of undermining public confidence in the administration of Justice.
