e-Tendering & Procurement
Overview
The Corporate Procurement Service (CPS), part of Treasury and Resources Department, is responsible for ensuring that States purchasing is conducted equitably, provides value for money and complies with all best procurement practice. They also provide corporate procurement services and advice to Departments and Committees.
An e tendering solution has been introduced which will improve tendering by moving from a traditional paper route to a more streamlined online system. The benefits are:
- Reduction in costs by removing the need for paper tenders and postage
- Record all exchanges during the tender process for audit purposes
- Allows responses to questions asked during the tender process to be shared by all potential suppliers (if appropriate)
e-Tendering
This online system is a Channel Island wide e-tendering portal shared between the States of Guernsey and the States of Jersey. The portal (operated by specialist e-tendering provider Due North) will facilitate electronic tendering and procurement across both jurisdictions.
The joint Channel Islands site was launched in June 2009. Content and activity will increase over time as more buyers within both islands use the system to advertise opportunities, undertake pre-qualification questionnaires and manage tenders or quotations.
The following processes can be managed using the portal:
- Supplier registrations
- Expressions of interest
- Pre-qualification (PQQ) and selection
- Electronic tendering and quotations
- Supplier and contract management
Anyone can visit the site to view Channel Island public sector tender opportunities. By undergoing a simple registration process, details of tenders relevant to the goods, works or services categories selected by potential suppliers will be automatically forwarded by e mail to the registered applicant. Registration is required to enable applicants to download and respond to PQQ or tender packs.
As the system is wholly web based, the only requirements are basic computer access to the web and a valid e-mail address. No specific software is required or held on either buyers or suppliers IT systems.

The initial registration and ongoing notification of forthcoming tenders is completely free to all registered suppliers.
