Vehicle Flashing Lights

Flashing Lights - "The Lighting of Vehicles and Skips Ordinance, 1988"

All vehicles must have a permit to use flashing lights, except those used on emergency vehicles or those used to illuminate the scene of, or to warn persons about, an accident or breakdown.  These are exempted in paragraph 8 (2) of the above legislation.

The current policy on the issue of permits for flashing lights is as follows:-

Amber Flashing Lights

In Guernsey, the current Department policy is to permit the use of amber flashing lights on the following vehicles:-

  1. A road clearance vehicle.
  2. A vehicle constructed or adapted for the purpose of collecting refuse.
  3. A breakdown vehicle, whilst at the scene of an accident or breakdown or towing a broken down vehicle.
  4. A vehicle having a maximum speed not exceeding 15mph or any trailer drawn by such a vehicle.
  5. A vehicle used for the purposes of testing, maintaining, improving, cleansing or watering roads or for any purpose incidental to any such use.
  6. A vehicle used for the purpose of inspecting, cleansing, maintaining, adjusting, renewing or installing any apparatus which is in, on, under or over a road, or for any purpose incidental to any such use.
  7. A vehicle used for the purpose of surveying.
  8. A vehicle used for the removal or immobilisation of vehicles in exercise of a statutory power or duty.
  9. A vehicle used for hedge cutting.
  10. A vehicle with an oversize vehicle permit.
  11. A vehicle used by the Environment Department, whilst the vehicle is unavoidably parked in an inconspicuous position while the driver is engaged in his duties of employment.
  12. A vehicle used when the driver is engaged in the duties of his employment at the Harbour or Airport.
  13. A vehicle which is towing another vehicle or trailer.

Green Flashing Lights

In Guernsey, the current Department policy is to permit the use of green flashing lights on the following vehicles:-

  1. A vehicle used when a member of the Lifeboat Crew is proceeding to the harbour on an emergency call out (does not exempt from road traffic regulations).
  2. A vehicle used when a Harbour Office staff member is proceeding to the harbour on an emergency call out (does not exempt from road traffic regulations).
  3. A vehicle used when an Air Search Crew member is attending an emergency call out (does not exempt from road traffic regulations).
  4. A vehicle used when a Doctor is attending an emergency call out (does not exempt from road traffic regulations).

Blue Flashing Lights

These are limited to emergency service vehicles and motorcyclists carrying out oversize vehicle escorts.
