Emergency Roadworks Procedures

States Departments, service providers and private contractors may be required to undertake emergency repairs following failure of services in the road, collapse of retaining walls or banks, wind damage or some other similar unplanned event.  Permission for these urgent works to be undertaken must be obtained from the Environment Department during office hours (8.45am - 5.00pm Monday to Friday) or from the Guernsey Police when the office is closed.

Out of office hours, it is the responsibility of the Police to ensure that suitable signs are placed out to make the works safe and to advise and divert motorists/pedestrians around the works.  A contractor, particularly the service companies may have the necessary signs available to do this themselves.  Alternatively, the Police may have signs in their garage to sign the works themselves.  If neither of the above, then it may require Signs and Lines to sign the works.

If this is the case, then the Police Officer should make a telephone call to the Fire Brigade Control Room (Tel. 724491) to ask them to contact the SWD Duty Co-ordinator.  The co-ordinator will then arrange for a Signs and Lines team member to contact teh Guernsey Police to sign the works in accordance with the Police instructions.  Any call-out charges will be charged to the contractor.

The Guernsey Police are responsible for notifying the Ambulance Service, Fire Brigade, Island FM, Radio Guernsey, Guernsey Press, Island Coachways and CTV (if major works) of the emergency works and any diversions.

The Traffic Services Section of the Environment Department should be notified by the Police as soon as the Traffic Services office is open.  Staff should be advised by telephone (243400) or fax (241177) of the works and diversions, so that staff can deal with enquiries and so that it can be entered on the roadworks website (apart from the contractors who have access to IRIS who should enter this themselves).  Environment staff will then be responsible for the ongoing management of the signing for the emergency roadworks situation.

The contractor is responsible for ensuring that an information board specifying that they are emergency works and giving a contact telephone number is placed at either end of the works.
