Director of Civil Aviation

Guernsey is a British Crown Dependency and, through the UK's ratification, is a party to the Chicago Convention on International Civil Aviation which is the international convention governing all arrangements for civil aviation, including safety.

The Director of Civil Aviation (DCA) has overall responsibility to ensure the safety of civil aviation in the Bailiwick of Guernsey and its airspace.

The DCA's prime functions are to:

  • regulate the safety of aerodromes, air traffic  and air transport services in the Bailiwick;
  • to licence aerodromes;
  • to licence air traffic controllers;

Whilst performing the equivalent function for Jersey, the DCA is also responsible for regulating from Jersey:

  • the operation of the Channel Islands Control Zone and the safety of air traffic in that zone;
  • the operation of meteorological services for the purposes of international air navigation in Jersey and the Channel Islands Control Zone.

The Aviation (Bailiwick of Guernsey) Law, 2008 requires that aerodromes operating for public transport in the Bailiwick be licensed.

UK registered aircraft are permitted to fly in Jersey and Guernsey airspace (including Alderney) in respect of which a national permit to fly is in force.

UK NPPL holders

Holders of UK NPPLs can fly in Channel Islands airspace.  This includes flying through the Channel Islands Control Zone and to the aerodromes of Alderney, Guernsey and Jersey.  This includes those holders of full ICAO Private Pilot Licences and higher licences issued by the United Kingdom Civil Aviation Authority who have elected to fly to NPPL privileges.
