Social Security
The Department provides social security benefits across the full lifetime of our resident islanders, to migrant workers living in the Bailiwick and our pensioners living overseas. The Social Security Department is one of ten States of Guernsey Departments who work together to provide public services.
The Social Security Department (States Insurance Authority as it was then named) was established in 1924. It was set up to provide workers' compensation for industrial accidents. The purchase of insurance stamps provided the financing. From that single benefit, the organisation has grown and developed to encompass around 25 social security benefits. The current system measures up well against the social security provision to be expected in developed countries.
The Department maintains and develops:
- The collection of Social contributions for the use in the provision of Social Security Benefits
- A contributory Social Insurance Scheme to provide financial assistance during old age, bereavement, incapacity, unemployment, maternity and death;
- A contributory Health Insurance Scheme to provide prescription drugs, specialist medical care and GP consultation subsidies;
- A contributory Long-term Care Insurance Scheme to assist with the cost of care in private nursing and private residential homes;
- Non-contributory schemes to:
- provide financial and medical assistance to people unable to safeguard their own welfare or having insufficient resources for an adequate quality of life;
- support the wellbeing of children;
- provide financial assistance to people with severe disability and their carers;
- Reciprocal agreements with other countries to preserve social insurance entitlements that enable people to gain at least some of the benefits that they would have been entitled to, had they lived and worked in only one place.
