Monitoring of the Island Development Plan is needed to assess if the Plan is being effective in achieving its objectives and remains relevant. If not, necessary adjustments to policy can be made through a statutory process or there may be a need for guidance or other action by the Planning Service. This process enables the Island Development Plan to maintain sufficient flexibility to adapt to changing circumstances.
The Planning Service produces two types of monitoring report. Quarterly Monitoring Reports provide basic information on the delivery of housing and employment uses. The Annual Monitoring Reports are more comprehensive and cover a wider range of topics, analyse trends, include feedback from stakeholders and can recommend actions that may need to be taken.

- In November 2018, the States of Deliberation debated the 2017 Annual Monitoring Report ("the AMR"). This report was the first review of the Island Development Plan (the "IDP") which had been passed unanimously by the States in November 2016.
- Whilst the factual AMR was confirming how the IDP policies were working as required by the States' approved Island Development Plan 2016, general concerns were raised by the States Members and the public.
- To address the concerns, the D&PA immediately began working on an Action Plan which was finalised and published in June 2019, you can find the plan
here [805kb]. The Action Plan sets out actions including how the responsibilities in the Island Development Plan are being enhanced, some quick wins and how the D&PA intends to communicate progress.

- Until the end of 2016, the Planning Service undertook monitoring of housing supply and certain employment land uses, with quarterly housing reports and biannual employment reports.

- Extensive research is undertaken on different areas of interest to inform the monitoring of the Island Development Plan 2016. The evidence reports prepared for different areas of interest can be found below.
Office Quality Audit 2020 [832kb] - The principal purpose of the Office Quality Audit is the establishment of a database detailing all office sites within the St Peter Port Main Centre and Main Centre Outer Areas. In addition, each office building site has been considered against predefined criteria and categorised according to established industry classifications of Primary, Secondary and Tertiary. The report generated details said criteria, locations of note and the size and number of each classification.
