Following extensive public and stakeholder consultations, the Development & Planning Authority (D&PA) has now approved the Development Framework for the three St Peter Port Regeneration Areas of the Lower Pollet, South Esplanade and Mignot Plateau, and Mansell Street/Le Bordage.
The D&PA have also invited all deputies to attend a presentation on the Framework today (8 December 2021) to discuss and encourage next steps.
Guernsey's planning policies allow for a full spectrum of change and this Development Framework outlines what is possible. The document has an overarching vision statement for the three areas:
'To enhance the St Peter Port Regeneration Areas to diversify and enrich the experience and long term attractiveness of Town as a place to work, live, spend time, meet people and explore, and to ensure that is continues to be a successful primary centre.'
The overall objectives of the Development Framework include:
- Improved pedestrian experience into and through town and to support active and sustainable travel opportunities;
- A range of high quality public open space destinations which feel safe, are attractive, comfortable to spend time in, offer play and recreation opportunities, and can support community events;
- Supporting investment in retail, business, workplace, community and health;
- Extending above ground activities and uses, such as town centre living to increase footfall and the range of activities further into evenings and weekends and to maximise the potential for positive change.
Through identifying opportunities for significant private sector development, it is hoped this document will now act as a catalyst for economic activity in St Peter Port.
Deputy Victoria Oliver, President of the Development & Planning Authority, said:
"With the approval of this document there is now a big opportunity for the States to come together and focus on the next steps. My Committee and I have fulfilled our mandate in producing this Development Framework, but we are really keen that it doesn't now simply sit on a shelf for years to come. We now need the other Committees whose mandate it falls under to drive forward positive change in our community, for our community. This is why we have invited all deputies to attend our presentation, so that we can facilitate and encourage these next steps by explaining what the document means, talking through the possibilities and fielding any questions they may have."
Deputy Peter Ferbrache, President of the Policy & Resources Committee, commented:
"It's really good to have reached this milestone for looking at how we regenerate these key parts of St Peter Port. Now that this Development Framework is complete it will be the springboard for revitalising the jewel in the Bailiwick's crown. The Development & Planning Authority has clearly worked really hard to engage the community, as well as colleagues, and we thank everyone for providing their input."
During the drafting of this document, two extensive consultation periods took place inviting members of the public and stakeholders to attend information sessions and submit their views. The level of engagement was high and all feedback was carefully considered by the D&PA before a final version of the Development Framework was produced for approval.
