The Guernsey Vetting Bureau (GVB) is a Registered Umbrella Body which facilitates access to the Disclosure and Barring Service (DBS) in the UK.
A key responsibility for the GVB is to empower local employers to make more informed and ultimately safer recruitment decisions, particularly where an occupation involves contact with children and adults who through circumstances could be considered to be vulnerable, or where a high degree of integrity for a role is required.
Employers who meet the DBS criteria can request a Standard or Enhanced level disclosure through this service.
As part of an organisation or employer's registration with us, they receive training on how to complete the DBS forms as well as the relevant legislation that is involved when asking for these higher level of checks.
How do I register with the Guernsey Vetting Bureau?
The information provided below is a brief overview of some of the requirements of registration; it is recommended that you access the Information & Guidance Manual document which is available to download in order to obtain a complete understanding of the service and how your organisation can register.
Organisations must sign and adhere to a Registration Agreement with the GVB in order to access the DBS. The agreement sets out the expectations and responsibilities of both the GVB and the organisation identified within the agreement, on whose behalf the GVB will countersign DBS disclosure applications. The GVB holds a training event for new ID Verifiers on a bi-monthly basis which takes place at Guernsey Vetting Bureau C/O GBA, White Rock GY1 2LL. This training event is designed to ensure all service users understand the purpose of the GVB, the service that the DBS offers and the legal obligations organisations accept when using this facility. Spaces are limited and so if your organisation plans to utilise the DBS it is suggested that you contact the GVB in the first instance to request further information and to book your place.
It is recommended that more than one representative from each organisation is trained and registered for the roles mentioned above as it is not possible to obtain a disclosure for yourself; this is because you cannot verify your own identity. For very small organisations this may not be practical, and so you should contact the GVB for advice on how to proceed.

Types of Disclosure available
Basic Disclosure (police check)
A Basic Disclosure is the right disclosure for most jobs within the Bailiwick. It provides details of convictions and/or cautions that are either relatively recent or of a serious nature and is suitable for most employment related criminal record checks.
However, there are some jobs (whether paid or voluntary) that require a higher level of disclosure. These tend to be jobs focused around the caring for or contact with children and adults and are described in further detail below.
A list of all unspent and spent convictions and cautions held on the Police National Computer.
The post must be eligible under DBS (Disclosure and Barring Service) rules in order to request this type of disclosure. No disclosure will be made without the subject of the disclosure's consent or where it is felt that such a disclosure is inappropriate.

Standard Disclosures can only be obtained from the DBS (Disclosure and Barring Service) via the GVB (Guernsey Vetting Bureau).
A list of all unspent and spent convictions and cautions held on the Police National Computer. There may also be included any non-conviction data held by the Police (this includes all British Police forces) that may be relevant to the type of employment. This is carefully considered before disclosure and is signed off by a senior Police Officer.
The post must be eligible under DBS (Disclosure and Barring Service) rules in order for to request this type of disclosure. No disclosure will be made without your consent or where it is felt that such a disclosure is inappropriate.
