New Director appointed at the Health & Social Services Department

The Health and Social Services Department has appointed an experienced healthcare manager to the position of Director of Strategy and Commissioning.

Clive Walsh, who is currently Interim Chief Operating Officer at Northampton General Hospitals Trust, will take up his new role with HSSD on 11 November. His contract is for one year. The appointment follows the departure of HSSD's consultant adviser, Graham Smith, whose contract is ending.

Malcolm Nutley, Acting Chief Officer of HSSD, commented:

"We're looking forward to Mr Walsh joining the HSSD management. He will take over from Graham Smith, who has been of great help to us, and will provide the continued additional expertise which we need for HSSD's financial turnaround. Mr Walsh will also concentrate on developing our ability to meet our current and future service delivery challenges. He will be the lead HSSD officer in contracting with local and off-island providers of health and social services."

As Director of Strategy and Commissioning, Mr Walsh will have a central role in developing HSSD's annual business plan as well as longer-term plans, including the reprofiling of the PEH. He will lead on service reviews and the development of business cases for new services.

Deputy Mark Dorey, Minister for the Health and Social services Department, commented:

"Having assessed the benefits of the work done over the summer with the help of an experienced health services adviser on financial recovery and a range of managerial challenges, the HSSD Board has agreed to strengthen the management team by the appointment of a Director of Strategy and Commissioning.

"The Board has agreed to appoint Mr Walsh in the role of Director of Strategy and Commissioning on a short-term basis, to maintain momentum in HSSD's financial recovery programme and to continue to provide health expertise and insight which the whole Department can draw on. Mr Walsh has extensive experience of managing health services and leading strategic development at a very senior level in UK hospital and foundation trusts. His experience and support will be of clear benefit to the Department as it looks to consolidate its financial recovery and to plan for the future."

Mike Brown, Chief Executive of the States, said:

"I am pleased with the progress which HSSD has made since Graham Smith's arrival earlier this year and the appointment of acting chief officer Malcolm Nutley, and I am confident that this new appointment will help to secure that progress in the long term. The Department is making real progress in ensuring sustainable financial recovery, while at the same time putting in place the structure and resource to ensure that the needs of patients and carers are met now and in the future."
