Can you please find out who the department liaised with as per this comment:
The Environment Department discussed the proposal with motor traders (garages) at
the time of the States Report.
Because the motor trades association claims there were no discussions at all.
Environment Department Response:
As mentioned previously (in our response dated 30th January 2014), there was no formal contact on the matter prior to the States Report (June 2013 published May 2013). When the proposals were published in the Billet there was some comment in the media from traders (see Guernsey Press Saturday 18th May 2013). This resulted in some consequent discussion with some of the traders. The Environment Department will be writing to all traders to make the position clear but provided a trader does not register the second hand vehicle in the traders name but keep the vehicle in a suspense account (as is common practice at present) they will not be faced with the new charge. Only when the vehicle is registered to the new keeper is the charge incurred.
