On Monday afternoon States members attended the first of two workshops to begin developing Phase 1 of the Policy & Resource Plan.
The first phase of this Plan, due for debate in November 2016, will set the long-term vision and the priority objectives for the political term in connection with issues of strategic importance to the Bailiwick. At this first workshop, States' members considered what should be included in the long-term vision.
Deputy Gavin St Pier, President of the Policy & Resources Committee said:
"As part of the recommendations from the States' Review Committee (SRC), the previous States Assembly approved the adoption of a Policy & Resource Plan as a vehicle for guiding the planning and coordination of the work of the States. This will replace the previous States Strategic Plan.
"The States' Review Committee were of the view that the Policy & Resource Plan should be reasonably straightforward, flexible and un-bureaucratic. It should focus on significant policy matters and lay down a framework of overall policy assumptions in order to assist Principal Committees in the setting of their policies and priorities. But setting the Plan will not be an end in itself. It will be a means of strengthening leadership, co-ordination and accountability.
"It was a very constructive session and we will all meet again next week, as planned, to continue the development of the long-term vision and the priority objectives for this term."
