Island Development Plan - Development & Planning Authority Recommendations

Monday 01 August 2016

The policy letter to bring the Island Development Plan before the States has been published today.

The plan falls under the mandate of the Development & Planning Authority and the published documents include the report and recommendations of the Independent Planning Inspectors who conducted the Public Inquiry into the Plan, the Authority's conclusions on the Inspectors' report and the changes it is recommending to the draft Plan as a result.

The Independent Inspectors concluded the proposals set out in the draft plan are, notwithstanding their recommended changes, sound, supported by robust and credible evidence, capable of being implemented and reasonably flexible to respond to changing circumstances.

Deputy Dawn Tindall , Vice President of the Development & Planning Authority, said:

'I am pleased to announce today the publication of the policy letter for the Island Development Plan, which is the next step in the process of bringing the plan before the States for consideration. A lot of businesses, organisations and members of the public have been involved throughout the process of producing the Plan and we are pleased to be able to make this public today. The Plan will also help other committees to fulfil their mandates and will support and advance all States-approved strategies.

'The proposals going before the States represent a robust and appropriate planning policy framework for the Island and will provide for its future development requirements in a way that supports the economy, conserves the special features of its environment, makes optimum use of its resources and offers a good quality of life for its people.'

The Island Development Plan represents a substantial piece of work and is of significant importance to islanders. It affects all properties and directs the form and location of future developments of housing, commercial and leisure uses, among others, and, once adopted, all planning applications will be assessed against its policies. The Development & Planning Authority therefore encourages all islanders to look at the changes it is recommending to the draft Island Development Plan as, for example, a change to a designation or Plan boundary could have implications for their property.

The policy letter, the Development & Planning Authority report, the Inspectors report and all associated documents are available online (www.gov.gg/itemslodgedforstates) and there are displays in the Planning Service reception (Sir Charles Frossard House) and the Guille-Allès Library. The policy letter is also available to view or purchase at the Greffe.

Officers in the Planning Service will be available to answer any queries regarding the policy letter and related documents, but it is now for States Deputies to consider the Island Development Plan.
