The Development & Planning Authority have made their decision regarding the Domarie & Avondale Vineries planning application

On Wednesday 23rd October, the Development & Planning Authority (D&PA) held an Open Planning Meeting (OPM) to further discuss planning application FULL/2017/0995.

This was regarding the Domarie & Avondale Vineries on Oatlands Lane, St Sampson's. The D&PA decided to approve the planning application subject to recommended Condition 22 being amended to remove the exception of the skip lorry using the site.

Following a request made at the previous OPM held on 14th August 2019, video evidence was supplied by the applicant as well as independent videos produced by the Authority of a skip lorry entering and exiting the site. The videos were shown as part of the Planning Officer's report. Nine representations were made by members of the community regarding the reasons for deferral, before Members asked questions of the planning officers and Senior Traffic Services Officer.

After viewing and discussing the evidence provided, both Deputy Queripel and Alderney Representative Snowdon still had concerns over safety as, depending on the angle taken by the driver using the current, unaltered entrance, the skip lorry may encroach onto the pedestrian and cycle contraflow. As a result, both Deputy Queripel and Alderney Representative Snowdon voted to approve the application subject to Condition 22 being amended to remove the exception of the skip lorry using the site, with Deputy Tindall approving the application as well.

It should be noted that following legal advice, the two Members not in attendance at the first OPM (Deputies Oliver and Paint) did not take part in the decision making on this application.
