ESC clarifies that secondary models will be compared to current provision

Friday 18 December 2020

As part of the current review of secondary education models, the Committee for Education, Sport & Culture will compare models with the system currently in operation.

This is to ensure the community can clearly understand how any new model will improve provision.

However, the model currently in operation is not considered by the Committee to be a viable long-term solution. Its inclusion as an additional benchmark is purely for the purpose of being able to compare other models with the actual position today.

They will, however, also compare models to the two-school model as directed by the States in March following debate on the previous Committee's plans for the review.

The Committee wants to clarify its position to avoid any confusion that might be caused by a misleading headline in today's Guernsey Press report on yesterday's States meeting.

Deputy Andrea Dudley-Owen, President of the Committee for Education, Sport & Culture, said:

'We were concerned that some of our key stakeholders, who have already contributed significantly to the review via the extensive consultation carried out so far, would be worried by the headline in today's Press.

'For the avoidance of doubt, the Committee is not suggesting the current model could or should be any kind of long-term solution. It is inefficient both in terms of cost and educational provision. What we are suggesting, however, is that it makes sense to compare other models currently under review with our existing provision so that we can be clear about the extent to which those other models would improve upon what we have in place today. That's all we're saying; we want to compare other secondary school models against the four-school system we currently run.

'We will of course also continue to meet the spirit of the States resolutions for the review, including work undertaken by the previous Committee comparing other models to the "benchmark" of the two-school model.'
