Expressions of interest sought for new bus service contract

The Committee for the Environment & Infrastructure is seeking expressions of interest from potential providers to operate Guernsey's scheduled bus service and integrated school bus routes, when the existing contract ends.

The new contract will commence in April 2025 and it is anticipated that the new bus contract will be for a minimum period of seven years.

Under the existing contract, the States of Guernsey owns the major capital assets including the bus fleet and the leases for the bus depot, the bus terminus and the bus information shop. The current contractor is responsible for the operation of the service and the related costs, including but not limited to recruitment and employment of staff and drivers, bus servicing, maintenance and cleaning, and the collection of income. However, when this procurement process reaches the tender stage, parties will be able to provide quotations for a number of different operating scenarios.

Interested parties are asked to complete a Pre-Qualification Questionnaire and to return this by 5pm on Wednesday 17th January 2024. The opportunity for expressions of interest is available at supplyguernsey.gov.gg.

After the Pre-Qualification Questionnaires have been received, shortlisted parties will be invited to submit a tender.

Deputy Lindsay de Sausmarez, President of the Committee, said:

"Bus transport is an essential public service: for some it is a lifeline to get from A to B, while for others it is an affordable, convenient way to travel between home and work or school or leisure activities. Its increasing popularity is great news for all road users, because the more people that take the bus, the more we can reduce congestion, improve the efficiency of traffic flow, ease pressure on parking spaces, and reduce air pollution, among other benefits.

"This new contract is therefore a fantastic opportunity for a provider to offer an important service to islanders. It also ensures that the States continue to pursue best value and continuous improvements to bus travel to make it an even more attractive transport option for more people, more of the time."
