Review of Beau Sejour to maximise future financial sustainability

Tuesday 28 November 2023

The Committee for Education, Sport & Culture will be carrying out a review on the operating model of Beau Sejour to try and maximise its future financial sustainability.

Beau Sejour Leisure Centre plays a key role in the community and the Committee greatly values its social and economic contribution. However, it also believes a review of the Centre, its purpose and viability can only help secure the best outcome for the community and ensure it offers value for money.

Beau Sejour currently receives a grant via lottery funds, which largely makes up any annual shortfall in funding. This review will try to develop a clear understanding of the social and economic value and contribution of the centre to the community to ascertain whether an acceptable community contribution can be maintained with a reduced (or no) subsidy. The review will investigate alternative funding routes, including increasing income, changing what Beau Sejour provides, and understanding the impact of alternative operating models, such as outsourcing.

The review will begin shortly and is likely to conclude by the middle of next year.

Deputy Andrea Dudley-Owen, President of the Committee for Education, Sport & Culture, said:

'Beau Sejour is a hub for our community, cherished by many Islanders. Since opening in 1976 it has added and continues to add huge value in many areas of island life. Its social and health value, alongside its economic value, should not be understated nor reduced to a conversation purely about money. Many sports call Beau Sejour home, it is a core location for a huge range of social and corporate events, it is a base where many children learn the crucial life-skill of swimming, and it hosts many fantastic theatre productions every year. We need to collectively decide what role we want Beau Sejour to play for our community, and then decide how to financially ensure it can deliver. The centre has been subject to periodic review as the purpose has changed over the decades and it is important that we continue this practice. Our Committee's review will look at all elements of Beau Sejour's operations, consider a range of operating models and examine funding options so we can be confident that what we are providing is both delivering what the community needs, at a cost we can afford.'
