Tribunal Member Applications

Are you looking to play an active part in your community, providing an independent, balanced and considered input into appeals? Applications are being invited for people to join the Planning Panel, the Tax on Real Property Panel and the Alderney Property Tax Appeal Panel as lay members.

We are currently looking for Bailiwick residents who are interested in being appointed as a lay member to one or more of the below panels.

The Planning Panel

The Land Planning Development (Guernsey) Law, 2005 established the Planning Panel to consider appeals from property owners against planning decisions made by the Development & Planning Authority (including the refusal of planning permission, the issuing of a Compliance or Completion Notice, the addition of a building or monument to the List of Protected Buildings and Monuments and the protection of a tree under a Tree Protection Order).

The Taxation of Real Property Appeals Panel and Alderney Property Tax Appeals Panel

These two appeal panels have been established under the Taxation of Real Property (Guernsey and Alderney) Ordinance 2007 and the Alderney Property Tax Ordinance, 2020 respectively. Each panel considers appeals against decisions relating to the amount and assessment (including the real property category, number of assessable units and ownership) of tax on real property or Alderney property tax payable.

The role

Candidates must be able to review and understand appeal papers and apply the relevant legislation and policies to make evidenced-based and reasoned decisions. Ideally, candidates will have some knowledge and/or practical experience of working the building, construction or property fields but this is not essential.

The workload varies but in general terms you are likely to be asked to sit as a Tribunal member once or twice a quarter, including attending annual training days. On appointment, all new members will be asked to attend a locally-based training course focusing on both core skills for tribunal members and more focused specialist training on the conduct of planning, TRP or APT appeal.

Applications should be made in writing with a letter outlining why you wish to be considered for appointment, which of the three panels you would be interested in serving on, and a copy of your CV, sent to liz.dene@gov.gg. You may apply for some or all of the Panels.
