Senior civil service responsibilities restructured

States of Guernsey Chief Executive Mike Brown has announced a restructuring of responsibilities within the civil service's Executive Leadership Team in order to support the Treasury & Resources Department following the resignation of its Chief Officer Dale Holmes.

Simon Elliott, currently Head of Human Resources and Organisational Development, has been appointed to the new and broader role of States Chief Corporate Resources Officer. This new role extends his existing remit to include responsibility for all non-financial resources, including property, IT and the new shared transactional services centre known as "the hub".

Bethan Haines will remain in the top financial role, but in the reintroduced position of States Treasurer. Her remit will be extended to cover responsibility for all financial matters, including responsibility for corporate procurement and the Income Tax Office.

Both of these senior posts provide advice to the Policy Council as well as the Treasury & Resources Department, and will work across the States. They will report directly to Chief Executive Mike Brown.

In a further move the current Head of Internal Audit, Zain Chesshire, will take on additional responsibility for corporate assurance activities, including risk, in an extended role as States Head of Assurance. Zain will also now report directly to the Chief Executive.

Chief Executive Mike Brown said:

"The change in Simon and Bethan's responsibilities within the Executive Leadership Team will support Treasury and Resources and the Policy Council in working closer than ever to deliver efficiency and value-for-money. It is a further move towards a more corporate, joined-up civil service.

"While a restructuring of senior responsibilities within the Executive Leadership Team had been under review, Dale Holmes' decision to leave the post of Chief Officer at Treasury and Resources has brought forward the need to implement change.

"There has been a great deal of managed change in the civil service since the last Machinery of Government review, and from the beginning of 2011 that pace has accelerated. The drive for efficiency, corporate delivery and accountability is at the heart of these changes.

"Business assurance and risk management are of the highest priority within the States, and this is emphasised by the restructuring and strengthening of the assurance and internal audit function."

Further Information

Simon Elliot joined the States of Guernsey in May 2009 as Head of Human Resources and Organisational Development. He previously worked for Royal Dutch Shell in the Netherlands, far east Russia and Oman in organisational roles focused on delivering service and maximising value from assets. Prior to that he was an Officer in the British Army.

Bethan Haines joined the States of Guernsey in 2008 as Chief Accountant. Before joining the States, she spent over 15 years working in various roles across several UK National Health Service organisations and charities. These included University College London Hospitals and Great Ormond Street Hospital where she had a focus on supporting the organisation through financially challenging times and delivering financial change and efficiency measures.

Zain Chesshire joined the States of Guernsey in late 2010 as Head of Internal Audit. Prior to this he spent more than 10 years at Government Communications Headquarters (GCHQ) in the UK, where he was Deputy Head of Internal Audit and then Head of Business Improvement and Governance. He has also worked extensively as a consultant specialising in governance, risk and audit across the UK, Europe and Iraq.
