Expressions of interest are invited from people wishing to serve on the Constitutional Investigation Committee to undertake to review Guernsey's relationships with the government in the United Kingdom.
The Policy Council is seeking two non States members, who will be nominated for election at the January 2014 States meeting, to join the Chief Minister (Chairman) and four other States Members. The background to this Review is set out in a report in Billet d'État XVIII 2013.
The Committee will be responsible for looking at:
- The method of granting Royal Sanction of primary legislation;
- The method of extension of Acts of UK Parliament to the Island;
- The extension of the United Kingdom's ratification of treaties;
- The Island's own treaty making ability.
The Committee will need to investigate the merits of any change and if necessary make any recommendations for change to be submitted to the States.
The Chief Minister said:
"This is a fascinating and rare opportunity to explore in detail this area of Guernsey's constitution. The work promises to be intellectually stimulating."
The States is particularly interested in people with relevant skills and experience in constitutional matters.

Expression of Interest should include a letter explaining what skills and experience the candidate thinks that they could bring to the Constitutional Investigation Committee, along with an up to date CV.

The agreed terms of reference of the Constitutional Investigational Committee are:
- To review Guernsey's relationships with the government in the United Kingdom. Initially, but not exclusively, the following will be considered-
- The method of granting Royal Sanction of primary legislation,
- The method of extension of Acts of UK Parliament to the Island,
- The extension of the United Kingdom's ratification of treaties,
- The Island's own treaty making ability;
- To make recommendations in respect of other relationships with the government of the United Kingdom as identified by the Committee;
- To liaise directly with the States of Alderney, the Chief Pleas of Sark, the States of Jersey and the Government of the Isle of Man;
- To bring forward to the States of Deliberation the results of the investigation as to whether or not greater autonomy in legislative affairs and international representation should be sought and if so what proposals they would recommend for the States of Deliberation to consider;
- To review the constitutional, administrative and resource implications of proposed changes in legislative process or international representation;
- To take into consideration how any proposals might impact the current machinery of government or any proposals from the States Review Committee;
- To review any other relationship that is identified by the Panel and make recommendations to the States.
No specific remuneration package is proposed to be available for the Members of the Committee.
