The Policy Council has confirmed the appointment of a new Chief Officer at HSSD.

Carol Tozer, currently the Executive Director of Services for Scope, has accepted the post of Chief Officer of the Health and Social Services Department. She will take up the post on 15 September.

Deputy Mark Dorey, the Minister for the Health and Social Services Department said:

"I am looking forward to working with Carol. She will bring extensive experience that will help ensure we deliver the range of services that our Islanders need in the most efficient and effective way."

Paul Whitfield, Chief Executive of the States of Guernsey said:

"Carol has long-standing expertise in the design and delivery of successful, innovative and efficient health and social care services across the statutory and charitable sectors. Importantly she also has a strong track record of leadership, and I am looking forward to formally welcoming her to the HSSD and public services team in Guernsey."

Before her role at Scope, Carol was at Torbay Council where she was Director of Social Services, Director of Adult Social Services and Director of Children's Services. She has also worked as a Director in the UK Department of Health, and she has been responsible for the design and execution of several major efficiency and transformation programmes across local government and health services in the UK.

Carol Tozer said:

"I am delighted to have this opportunity, and I am looking forward to working with HSSD, the States and delivery partners across Guernsey and Alderney. I will be back on Guernsey again soon for further meetings in preparation for taking up my post."
