Following the States' decision to review the La Mare de Carteret schools' site project, the Education and Treasury and Resources Departments have been working closely together, and have now agreed the terms of reference for the independent review.
The review will focus on the pupil capacity requirements and the resultant sizes of the schools, and also the need for the additional facilities within the Guernsey context. This will enable the independent panel to make recommendations as to the most appropriate scale, scope and specification for the project.
Following initial meetings earlier this week with both Departments the panel members are now confirmed. The review panel members provide the necessary balance of experience in the areas of education planning, schools' design and build and investment appraisal.
Both departments are committed to supporting the review and the need to put forward a project which will demonstrate best value for taxpayers and meet the needs of the island's children in the future. It remains our intention that the final report of the panel is available by the end of January 2015.
Deputy St Pier, Minister for Treasury & Resources, said
"Both Departments have rightly put a bruising debate a couple of weeks ago behind us to concentrate on the task in hand. Our priority has been to define and agree the terms of reference and the composition of the review panel as quickly as possible. I am pleased that this has now been done. The Minister of Education and I had an initial meeting with a number of the review panel on Wednesday, at which we were both able to clearly articulate our joint aim, which is to deliver a project which is fit for purpose and meets Guernsey's needs."

"Both Departments' priority is to avoid any unnecessary delay and if at all possible to complete the project by September 2017. I am therefore pleased that we have been able to make speedy progress on agreeing the terms of reference and the composition of the panel. It is the panel's job to provide their professional opinion and comment on whether the design is appropriate to our needs. Deputy St Pier and I were both pleased that the panel are confident that they can report back by the end of January 2015."

- Christopher John Nicholls CBE. BSc. PhD - Head teacher for twenty years
- Andy Mahon - Advisor on option appraisal, business case development, and procurement processes including competitive dialogue, bid evaluation and contract negotiation. Most recently he has been advising on procurements in which payment based on outcomes and the delivery of social value have been key components
- Sue Archer - Director of Gleeds and leads nationally on the education sector across the business and the project management of all public sector projects within the Gleeds Head Office in London
- Elisabeth Fraser- Education Design Consultant Liz, a qualified architect, with 40 years experience in the education sector
