The Emergency Services and Fuel Supplies (CI) Ltd will be testing initial emergency response arrangements to a major incident at the St Sampson Terminal, Bulwer Avenue on the evening of Wednesday 17th April 2013. The exercise will test the arrangements set out in the States of Guernsey Emergency Plan - Off site fuel plan as well as individual services operating procedures.
Guernsey Fire and Rescue Service, Guernsey Police, St Johns Ambulance and Rescue Service (and their volunteers), Fuel Supplies (CI) Ltd, Civil Protection Volunteers and Guernsey Voluntary Service will be participating in the exercise. The exercise will test the activation procedure and the immediate response to a serious fire at the site and will enable all responding agencies to ensure that they work effectively together.
Catherine Veron, the Emergency Planning Officer explained:
"In the unlikely event of an incident occurring at a fuel storage site, it is important that the emergency services and supporting agencies work closely together to ensure a co-ordinated multi agency response. High levels of safety requirements are in place at each of the fuel storage sites". She stressed that "an incident at one of the fuel storage sites was very unlikely, however, this was no reason for complacency and the exercise would provide an invaluable training opportunity for all the services involved".
There will be minimal impact to properties surrounding the St Sampson Terminal but please note that in order to provide a safe training environment, temporary road closures and cordons will be in place along the section of Bulwer Avenue where the St Sampson Terminal (Fuel Supplies (CI) Ltd is positioned between 18.30 - 21.00 on Wednesday 17th April 2013. Please avoid this area for the duration of the exercise but if you need access urgently, please contact Guernsey Police control room on Tel: 717493. We apologise for any inconvenience caused.
Letters to residents and businesses in the immediate vicinity have been sent out warning the population of the exercise but general information about emergency planning for the fuel storage sites is available from: www.gov.gg/majorincidents.
