Vale Parish - new 25mph speed limit & 23-hour parking zones

The Environment Department is advising motorists that it will be making a temporary traffic regulation to enable the introduction of 25mph speed limits for roads in the vicinity of and including Route des Coutures, Summerfield Road and North Quay. The changes which are expected to come into force early in 2014 will link the current Bridge 25mph cordon with the Vale School 25mph cordon, thereby providing a consolidated 25mph speed limit throughout this enlarged cordon.

As required by law, the speed limit changes will initially be implemented as a 9 to 12 month experiment, during which time the public are invited to submit written comments on the scheme. The Department will then consider public feedback and decide whether to make the lower speed limit permanent.

The Department is also advising of changes that it is proposing to make to parking arrangements in Route des Coutures, Vale. These would involve the introduction of 23-hour Approved parking with passing points and a No Waiting zone on the eastern side of the road at the top of the hill. The changes are also expected to come into force during early 2014 subject to consideration of public feedback.

A spokesman for the Department said "The Route des Coutures, Summerfield Road and North Quay areas can often be busy places for both traffic and pedestrian movements due to retail, commerce, residential and school related activities. The Board noted these factors in reaching the decision to extend existing 25mph cordons to encompass these areas. The changes will hopefully help to improve road safety at locations where there have regrettably been pedestrian fatalities in recent years."

The spokesman went on to say "The Department has recently received telephone calls and correspondence regarding the increased level of unofficial parking that is taking place in the section of Route des Coutures between Rue Flere and Belval Road. Whilst the Department does not have the resources to formalise parking arrangements in all locations, it is proposing a pragmatic approach with regard to this specific location. The proposed scheme would retain some of the existing on-road parking but with recognised passing points that will help to maintain traffic flow. Notices will appear in La Gazette Officielle and on site in the next few days outlining how the public are able to comment on this specific proposal."
