Bulwer Avenue Sea Wall Repair and Car Park Closure

The Environment Department has announced that works to repair the sea wall at Bulwer Avenue will start on Thursday 14 August until Friday 19 December.

A 100m section of the wall was damaged during the winter storms and repair works will be undertaken in two phases.  Phase 1 works commencing this week will be focused on pointing and masonry repairs to both sides of the wall.  Phase 2 works will commence in October when a rock armour toe to provide protection at the base of the seaward side of the wall will be installed.

The States Property Services Project Engineers will oversee the repair works with the masonry repair works being undertaken by Stoneworks Guernsey Ltd.

From 14 August the Bulwer Avenue car park will be closed in phases during the repair works.  During Phase 1 the section of the car park between the recycling banks and the grassland at Richmond Corner in the direction of St Peter Port will be closed to allow for the contractor's compound.  Car parking will continue as normal in the remaining section of the car park from the bring banks towards Longue Hougue until early October.

In early October Guernsey Water will be undertaking work to upsize the outfall discharge pipe from the transfer main between Barkers Quarry and Longue Hougue running through the northern section of the car park.  The northern section of the car park, to include the area where the bring banks are currently sited, will be closed for the site works.  No public parking will be available at Bulwer Avenue car park and the bring banks will be removed from the site.

Following on from the Guernsey Water's outfall upgrade Phase 2 of the repairs to the wall is planned for the installation of the rock armour toe.  It is anticipated these works will be completed by 19 December.  During this phase no public parking will be available in the car park and the bring banks will not be on site.

The Department recognises that this is a busy car park and there will inevitably be some inconvenience to people living and working nearby caused by these essential repair works to the sea wall, particularly for the loss of parking.  The car park is relatively narrow and it is not possible to accommodate car parking by the public as well as the contractors' compounds and also provide a safe working width for the vehicles which will need access next to the wall during both phases of the sea wall repair works.
