Pointues Rocques, St Sampson - Draft Development Framework

A Draft Development Framework has been prepared by the Planning Service for a potential residential development at Pointues Rocques, St Sampson, on an allocated housing site within the Island Development Plan.

The Draft Development Framework has been prepared to provide planning guidance on how the site might be developed.  The site currently comprises the St Clair Vinery and adjoining former vinery land, as well as a dwelling on Robergerie, and covers an area of approximately 2.5 hectare (15 vergees).

The purpose of a Development Framework is to provide broad, comprehensive and practical guidance on how policies in the Island Development Plan will be applied to a site and considers appraisal of the wider area and site.

Development, which could provide between 100 and 150 new dwellings, will be expected to be comprehensive, treating the site as a whole, making efficient use of the land, and designed to integrate with the character of the surroundings and the character of the Conservation Area.  Access is proposed via Robergerie Road, though junction improvements will be required.  Affordable housing is to be provided in accordance with Island Development Plan policy.  The Development Framework is accompanied by a Traffic Impact Assessment.

The Development & Planning Authority is now inviting comments on the Draft Development Framework document by e-mail at planning@gov.gg or in writing to the Authority over the next six weeks until the 25 September 2017. Following consultation, the comments received together with the document will then be considered by the Development & Planning Authority.  If approved by the Authority, the Development Framework will become Supplementary Planning Guidance and will be taken into account when considering development proposals for this site.

A separate Planning Application will be submitted shortly, but any decision on it must not be made until a Development Framework has been approved by the Authority.

The Draft Development Framework can be accessed via the States of Guernsey website at https://gov.gg/planningpolicy or copies of the Draft Development Framework are available to view at the Planning Service Reception at Sir Charles Frossard House, La Charroterie, St Peter Port and at St Sampson Douzaine Rooms.

All responses and comments should be received by 5pm on 25 September, 2017.
