On 19th July 2018, the States of Deliberation directed the Committee for the Environment & Infrastructure to investigate the suitability of the existing legislative framework and processes governing housing quality standards, and to determine how legislation could support the provision of good quality housing.
In March 2019 a targeted consultation was undertaken to get the views of key groups that would be likely to be affected by any proposed changes. The consultees included States Committees, housing providers, charities and services that assist the public and representatives from the construction industry. There was significant interest from stakeholders with 37 responses received, many of which provided a high level of detail. The responses were generally very positive although additional detail was requested over a number of aspects of the draft report.
A summary of the consultation findings has been produced. The key findings have been summarised into six themes:
- Introducing a singular legislative framework
- Minimum housing standards
- Registration of the private rented sector
- Licensing of houses in multi-occupation (HMOs)
- Deposit protection scheme
- Other comments

Officers are finalising a draft policy letter which will consider the issues that were brought up during the consultation. A revised report will be provided to, and reviewed by, the Committee for the Environment and Infrastructure early in the New Year.
