The States' Assembly & Constitution Committee is pleased to publish its review of the Code of Conduct for Members of the States of Deliberation, which it hopes will be debated at the April States' Meeting.
Deputy Jennifer Merrett, Vice-President of the Committee, stated:
"The Committee is recommending that a position of Commissioner for Standards should be established to investigate alleged breaches of the Code of Conduct for Members of the States of Deliberation.
The decision to recommend the appointment of a Commissioner for Standards is to seek to improve the perception of independence and impartiality with the aim of improving our community's confidence in how members are held to account.
The report also recommends expeditious changes to the Code of Conduct in order to ensure that the Code is more accessible and transparent to our community, with recommendations including introducing guidance on the process and a stand-alone webpage."
If the States approve the Committee's proposals, it will manage the transition from the Conduct Panel to the Commissioner for Standards in consultation with all parties, and bring forward the necessary legislative changes in due course.
