Mallard Development Framework

Wednesday 20 April 2022

A Development Framework has been approved by the Development & Planning Authority for development of specialised housing at the Mallard site, Rue de la Villiaze, in the parish of Forest.

It is hoped that this will aid development of additional extra-care accommodation, nursing and residential homes.

The Draft Development Framework was the subject of a public consultation for six weeks, ending on 26 January 2022. A number of responses to the draft were received from a range of consultees including States Committees, agencies and the public. Whilst there was broad support for specialised housing at the site a number of other concerns were raised:

All of the matters raised were fully considered by the Authority and several amendments were made to the draft in response to the comments received before the final Development Framework was approved.

The Development Framework provides planning guidance on how the site might be developed. The purpose of a Development Framework is to provide broad, comprehensive and practical guidance on how policies in the Island Development Plan (2016) will be applied to a site and includes a detailed appraisal of the site and the surrounding area.

Any development should be of a form and density appropriate to the surroundings of the site and the local area. The exact number of dwellings achievable will depend on the detailed design response to the guidelines and identified constraints contained within the Development Framework in addition to any specific requirements that would be essential for a specialised residential development.

The Mallard Complex is acknowledged as an important facility to the island and its continued viability is an integral part of the Development Framework.

The Planning Service and the Development & Planning Authority would like to thank all respondents for their interest and engagement in the preparation of this Development Framework.

The Development Framework can be accessed via the States of Guernsey website at Development Frameworks - States of Guernsey (gov.gg)
