The States are asked to decide:-
Whether, after consideration of the Requête entitled "Waste Disposal" dated this day of November, 2023 they are of the opinion:
1. Pursuant to Section 19(1) of the Parochial Collection of Waste (Guernsey) Law to amend by Ordinance Section 1(1)(b) thereof by deleting "the efficient transfer of such waste to sites specified from time to time by the Waste Disposal Authority" and replacing it with " the efficient transfer of such waste to any site or sites duly authorised by exemption or licence pursuant to the Environmental Pollution (Waste Control and Disposal) Ordinance, 2010 as may be selected by a Douzaine on such terms as it may agree and any such site shall be deemed a specified site for the purpose of this Law."
2. To direct the preparation of such legislation as may be necessary to give effect to the above decision.
3. To direct the States Trading and Supervisory Board to explore opportunities for processing waste locally and not to enter into any contract for waste disposal on terms, including minimum tonnage, that would preclude or inhibit the possible development of local disposal arrangements.
