First phase of Policy & Resource Plan published

Monday 10 October 2016

The first phase of the Policy & Resource Plan has been published today, setting out an 'unashamedly ambitious' programme for government that seeks to establish a long-term vision for our community.

Dubbed Future Guernsey, at its core the document seeks to express in clear and unambiguous terms what the States will be doing to enable government, business and the wider community to plan with confidence for the island's long-term future and prosperity.  You can view the long and short versions in 'downloads' on this page, alternatively follow the link under 'useful pages' for more information.

Future Guernsey identifies four themes, each with two outcomes that underpin them and an ethos of 'Guernsey: great today, better tomorrow':

Additionally, the document outlines specific actions the States must take if the outcomes are to be achieved.

Deputy Gavin St Pier, President of the Policy & Resources Committee, said:

"Future Guernsey sets out that in 20 years' time, as a community we plan to be one of the healthiest and happiest places in the world, where everyone has an equal opportunity to achieve their potential. Future Guernsey also seeks to ensure we have a safe and inclusive community that nurtures its unique heritage and environment, underpinned by a diverse and successful economy. It is unashamedly ambitious."

The development of Future Guernsey has been led by the Policy & Resources Committee but is firmly based on the outputs from workshops with all States members in June and July.

It sets a clear direction for government and will assist the States of Guernsey to ensure all future policy decisions are made with due focus on the collective vision.

Deputy St Pier added:

"We must constantly focus on effectiveness and outcomes. The plan must become the yardstick against which all strategies, plans and policies are measured - do they move us closer to or further away from our goals?

'While Future Guernsey sets out the long-term vision, it will also serve to drive States committees' development of their own priorities and plans for the five year period to 2021. Committees will develop these plans in early 2017, with support from the Policy & Resources Committee. These will then be collated as the "Policy & Resource Plan" for debate by the Assembly in June 2017."

Future Guernsey, the first phase of the Policy & Resource Plan, will be debated by the States on 15 November 2016.
